1) - The fact Trump
On October 7, 2017, by his Twitter account, the President of the United States dropped an enigmatic sentence:
"Presidents and their administrations have been talking to North Korea for 25 years. The agreements and the massive amounts of money paid have had no effect. "The agreements were broken before the ink was dry, but there was only one thing will walk ".
On 30 September, Secretary of State Rex Tillerson confirmed the existence of contacts between the United States and North Korea.
President Trump replied publicly: "I told Rex Tillerson, our wonderful secretary of state, that he is wasting his time negotiating. Keep your energy, Rex, we will do what we have to do. "
On September 19, at the United Nations, President Trump declared: "If they [the United States] are forced to defend themselves, or defend their allies, then we will have no choice but to destroy them completely North Korea. ".

2) - The statesman and the academics
Is this speech of a statesman really different from that of academics?

Would there be a frontal opposition between a head of state who would be swept away, warlike and simplistic, and civilian analysts who would be reasoned, pacifist and conscious of the complexity of things?

In reality, these two currents of analysis and proposals for action come together on the same logical trajectory.

The only discursive difference is their capacity to lead verbally to the end the common basis of their reasoning.
1- Academics shrink from the consequences of the logic that underlies their reasoning.
a- The most pacifists propose that the United States capitulate in order to make disappear the conflict then they let the fate decide for them.
The most bellicose leave the final punctuation of their reasoning as a result of events.
2- President Trump sets out the inescapable conclusions of this logic; war, its violence and its consequences.

3- This military trajectory is very controversial formally but nobody proposes another.
Those who oppose the diplomatic solution to the military solution stick to this formality and also rely on events.
b- What distinguishes and singles out Mr. Kim and Mr. Trump is that they are the only ones who propose something. Atomic war is concrete.

3) - Dean Jia Quingguo
An academic exposes, implements, the point of view that is found in all academic analysts who do not propose an unlikely capitulation of the United States.

Mr. Jia Quingguo is Dean of the Faculty of International Relations at Peking University.

On September 11, on the Australian university site East Asia Forum, he advocates:
1- An agreement between China, the United States and South Korea.
2- To "discuss an emergency plan on North Korea".
3- "agreeing on a takeover of the North-South arsenal to avoid any risk of proliferation".
4- Take charge of the North Korean population by "setting up reception camps".
5- Take charge of the North Korean public order "by putting in place a force capable of restoring internal order".
6- Set up foreign troops, for example South Sudan, or "A peacekeeping force under the auspices of the United Nations".
7- "Forming a new government under the aegis of the international community ...".

The logic developed by Dean Jia is exactly the same as that of President Trump, except that he calls "assumption" what Mr. Trump describes as an offensive war. President Trump also wants to reach agreement with China and South Korea, open reception camps, "take charge" of the military arsenal, administration, internal order, "install foreign troops" such as those of South Korea, "form a new government" under the aegis of the UN.

He too would like to distribute chewing gums to North Korean children.

But the statesman can not afford words. He knows that in order to set up foreign troops in a country and seize his military arsenal, he must be made to wage war, to defeat him militarily, to annihilate him in one way or another.

4) - The filiation
Each of these two logics is based on the denial of the sovereignty of North Korea.

They are a continuation of the invasions of Iraq or Libya on the grounds of the dangerousness of their leaders.

These wars have imposed the violent overthrow by Western foreign forces of the regimes in place as an international political norm.

Through these wars, the first and foremost criminals are never tried, the Western party, led by the United States, verifies the state of its omnipotence, its world domination, the impunity of its leaders and collaborators.

It is remarkable, however, that none of these wars leads to a pax romana; a peace of the conqueror.

The conquered country should subordinate itself to the dictates of the conqueror and live under its law.

This is what university analysts predict. For Dean Jia, the "taking over" or "taking control" of the whole of North Korea would lead to his assault by his enslavement.
This is what was planned for Iraq and Libya.

Now, if it is a fact that emerges from these invasions, which are also crimes against the law from which war crimes are committed, it is precisely the invaders' inability to "control" anything, To "take charge" of the population even in "reception camps", to "restore internal order", to "form a government worthy of the name" with or without the UN.

The disorder, chaos, and civil war that have been established by foreign criminal interventions in Iraq and especially in Libya are not just disruptions as a result of war.

These disorders are the result of the aims of war; namely the overthrow of the regime.

They are precisely the demonstration of the Western party's inability to "take charge" of anything and the inanity of these "take-control" policies advocated as verbal substitutes for a war that we do not dare not named.



5) - The Deceptive Truth
President Trump says "Presidents and their administrations have been talking to North Korea for 25 years."

This formulation is inaccurate and misleading to the US government itself.

For 25 years the Presidents have spoken to the politico-military camps to which the 1953 Armistice attributed the northern and southern parts of Korea.

The two current Koreas are the two parts not of Korea but of the Armistice.

The issues of economic, cultural, etc. are a bullshit in the reports of the two Koreas. They are the masks of two military-political camps that have each been assigned a territory to lead the reunification in the future.

The only political function of these two parties is to manage the division and prepare for reunification.

By asking the political-military camp opposite to give up a weapon, "the Presidents of the United States and their administrations" ask him to renounce his function of maintaining the division and to place himself in the reunification.

Mr. Trump is right in saying that this is a deaf dialogue. This is the regular operation of the Panmunjeom Armistice.

6) - The balance
The atomic weapon certainly destroys the balance maintained by conventional weapons.
a- It gives North Korea the opportunity to terrorize and destroy South Korea.
b) It forbids South Korea to hope to set up its hegemony over North Korea.

It does not follow, however, that this balance does not continue to organize the principle of division and reunification installed by the Armistice.

By astutely asking the northern part to disarm, the American ally of the southern part thinks to reverse the imbalance.
The North could no longer militarily oppose reunification.
b- The southern part could reunite under its hegemony.

If the leadership of the northern part wanted at all costs the nuclear weapon it is precisely to prohibit these reversals of equilibrium which make lose the hope to direct the reunification.

7) - The construction
If President Trump and others want to "talk to North Korea," or the South, they have to build their interlocutors.

It is only when the two military-political camps disappear for the benefit of two states that dialogue with each of these states will be possible without one implicitly influencing the other's politics.

That implies :
1- By treaty between the two Koreas, the exit of the armistice of 1953 and the abandonment of the division as constitutional norm and reunification as function of the States.
2- By treaty between the allies of the two Koreas, the renunciation of the hegemony on the Korean camp of the other alliance.

At that time, the discussions on "a denuclearization of the Korean peninsula", in the words of Chinese diplomacy, could start again usefully.

The two Koreas already have all the pluralistic structure necessary for such a discussion. Indeed, they are, or have been, signatories to the Non-Proliferation Treaty.

6) – Conclusion
The United States and Europe would benefit from taking account of local realities in order to re-establish an active presence in the 21st century which is so useful in Asia.

1)- Le fait Trump
Le 7 octobre 2017, par son compte Twitter, le Président des Etats-Unis laisse choir une phrase énigmatique :
« Les présidents et leurs administrations parlent à la Corée du Nord depuis 25 ans. Les accords passés et les montants massifs d'argent versés n'ont pas eu d'effet". Les accords ont été violés avant même que l'encre ne soit sèche. Désolé, mais il n'y a qu'une seule chose qui marchera ».
Le 30 septembre, le Secrétaire d’Etat Rex Tillerson avait confirmé l'existence de contacts entre les Etats-Unis et la Corée du Nord.
Le Président Trump lui avait répondu publiquement : « J'ai dit à Rex Tillerson, notre merveilleux secrétaire d'Etat, qu'il perd son temps à négocier. Conserve ton énergie, Rex, nous ferons ce que nous devons faire ».
Le 19 septembre, à la tribune des Nations unies, le Président Trump déclarait : « S’ils [les États-Unis] sont contraints de se défendre, ou de défendre leurs alliés, alors nous n’aurons pas le choix et nous détruirons totalement la Corée du Nord. ».

2)- L’Homme d’Etat et les universitaires
Ce discours d’un homme d’Etat se distingue t’il vraiment de celui des universitaires ?

Y aurait-il une opposition frontale de point de vue entre un Chef d’Etat qui serait emporté, belliqueux et simpliste, et des analystes civils qui seraient raisonnés, pacifistes et conscients de la complexité des choses ?

En réalité, ces deux courants d’analyses et de propositions d’actions se rejoignent sur une même trajectoire logique.

La seule différence discursive est leur capacité à mener verbalement à son terme le socle commun de leurs raisonnements.
1- Les universitaires reculent devant les conséquences de la logique qui fonde leurs raisonnements.
a- Les plus pacifistes proposent que les Etats-Unis capitulent afin de faire disparaitre le conflit puis ils laissent le sort décider pour eux.
b- Les plus belliqueux laissent la ponctuation finale de leur raisonnement à la suite des événements.
2- Le Président Trump expose les conclusions inéluctables de cette logique ; la guerre, sa violence et ses conséquences.

3- Cette trajectoire militaire est très controversée formellement mais personne n’en propose une autre.
a- Ceux qui opposent la solution diplomatique à la solution militaire s’en tiennent à cette formalité et s’en remettent aussi à la suite des événements.
b- Ce qui distingue et singularise M. Kim et M. Trump est qu’ils sont les seuls à proposer quelque chose. La guerre atomique c’est concret.

3)- Le doyen Jia Quingguo
Un universitaire expose, met en œuvre, le point de vue qu’on retrouve chez tous les analystes universitaires qui ne proposent pas une capitulation improbable des Etats-Unis.

M. Jia Quingguo est doyen de la faculté de relations internationales de l’université de Pékin.

Le 11 septembre, sur le site universitaire australien East Asia Forum, il préconise :
1- Une entente entre la Chine, les Etats-Unis, la Corée du Sud.
2- Pour « s’entretenir d’un plan d’urgence sur la Corée du Nord ».
3- « s’entendre sur une prise de contrôle de l’arsenal nordcoréen pour éviter tout risque de prolifération ».
4- Prendre en charge la population nordcoréenne en « établissant des camps d’accueil ».
5- Prendre en charge l’ordre public nordcoréen « en mettant en place une force capable de restaurer l’ordre intérieur ».
6- Installer des troupes étrangères, sudcoréenne par exemple, ou « Une force de maintien de la paix sous l’égide des Nations Unies ».
7- « Former un nouveau gouvernement sous l’égide de la communauté internationale… ».

La logique développée par le doyen Jia est exactement la même que celle du Président Trump sauf qu’il nomme « prise en charge » ce que M. Trump qualifie de guerre offensive.

Le Président Trump veut aussi s’entendre avec la Chine et la Corée du Sud, ouvrir des camps d’accueil, « prendre en charge » l’arsenal militaire, l’administration, l’ordre intérieur, « installer des troupes étrangères », telles que celles de la Corée du Sud, « former un nouveau gouvernement » sous l’égide de l’ONU.

Lui aussi voudrait pouvoir distribuer des chewing-gums aux enfants nord coréens.

Mais l’homme d’Etat ne peut se payer de mots. Il sait que pour installer des troupes étrangères dans un pays et s’emparer de son arsenal militaire, il faut lui faire la guerre, le vaincre militairement, l’anéantir d’une façon ou d’une autre.

4)- La filiation
Chacune de ces deux logiques repose sur le déni de la souveraineté de la Corée du Nord.

Elles s’inscrivent dans la continuité des invasions de l’Irak ou de la Lybie au motif de la dangerosité de leurs dirigeants.

Ces guerres ont imposé le renversement violent par des forces étrangères occidentales des régimes en place comme norme politique internationale.

Par ces guerres, dont la criminalité première et celle des initiateurs ne sont jamais jugées, le parti occidental conduit par les Etats-Unis vérifie l’état de sa toute-puissance, de sa domination mondiale, de l’impunité de ses chefs et collaborateurs.

Il est toutefois remarquable qu’aucune de ces guerres ne conduise à une pax romana ; une paix du vainqueur.

Le pays vaincu devrait se subordonner au dictat du vainqueur et vivre sous sa loi.

C’est ce que prédisent les analystes universitaires. Pour le Doyen Jia la « prise en charge » ou la « prise de contrôle » de la totalité de la Corée du Nord, conduirait à son assagissement par son asservissement.
C’est ce qui était prévu pour l’Irak et la Lybie.

Or, s’il est un fait qui ressort de ces invasions, qui sont aussi des crimes contre le droit d’où découlent des crimes de guerre, c’est précisément l’incapacité des envahisseurs à « contrôler » quoi que ce soit, à « prendre en charge » les populations même dans des « camps d’accueil », à « restaurer l’ordre intérieur », à « former un gouvernement digne de ce nom » avec ou sans l’ONU.

Le désordre, le chaos, la guerre civile, qui ont été instaurés par les interventions étrangères criminelles en Irak et particulièrement en Lybie ne sont pas seulement des désorganisations consécutives à une guerre.

Ces désordres sont le résultat des buts de la guerre ; à savoir le renversement du régime.

Ils sont précisément la démonstration de l’incapacité du parti occidental à « prendre en charge » quoi que ce soit et de l’inanité de ces politiques de « prise de contrôle » préconisées comme des substituts verbaux à une guerre qu’on n’ose pas nommer.

5)- La vérité trompeuse
Le Président Trump dit « Les présidents et leurs administrations parlent à la Corée du Nord depuis 25 ans. »

Cette formulation est inexacte et trompeuse pour le gouvernement américain lui-même.

Depuis 25 ans, les Présidents parlent aux camps politico-militaires auxquels l’Armistice de 1953 a attribué la partie du Nord et la partie du Sud de la Corée.

Les deux Corées actuelles sont les deux parties non pas de la Corée mais de l’Armistice.

Les questions de développement économique, culturel, etc. sont une foutaise dans les rapports des deux Corées. Elles sont les masques de deux camps militaro-politiques qui se sont vus attribuer chacun un territoire en vu de diriger la réunification à venir.
La seule fonction politique de ces deux parties est de gérer la division et de préparer la réunification.

En demandant au camp politico-militaire d’en face de renoncer à une arme, « les Présidents des Etats Unis et leurs administrations » lui demandent de renoncer à sa fonction qui est d’entretenir la division et de se placer dans la réunification.

M. Trump a raison de dire qu’il s’agit d’un dialogue de sourd. C’est le fonctionnement régulier de l’Armistice de Panmunjeom.

6)- L’équilibre
L’arme atomique détruit certes l’équilibre entretenu par les armes classique.
a- Il donne à la Corée du Nord la possibilité de terroriser et détruire la Corée du Sud.
b- Il interdit à la Corée du Sud d’espérer installer son hégémonie sur la Corée du Nord.

Il n’en résulte pas pour autant que cet équilibre ne continue pas d’organiser le principe de division et réunification installé par l’Armistice.

En demandant astucieusement à la partie du Nord de désarmer, l’allié américain de la partie du Sud pense inverser le déséquilibre.
a- La partie du Nord ne pourrait plus s’opposer militairement à la réunification.
b- La partie du Sud pourrait réunifier sous son hégémonie.

Si la direction de la partie du Nord a voulu à tout prix l’arme nucléaire c’est précisément pour interdire ces renversements d’équilibre qui font perdre l’espoir de diriger la réunification.

7)- La construction
Si le Président Trump et tous autres veulent « parler à la Corée du Nord », ou du Sud, il faut qu’ils construisent leurs interlocuteurs.

C’est uniquement à partir du moment où les deux camps militaro-politiques disparaitront au profit de deux Etats que le dialogue avec chacun de ces Etats sera possible sans que l’un influe implicitement dans la politique de l’autre.

Cela implique :
1- Par Traité entre les deux Corées, la sortie de l’armistice de 1953 et l’abandon de la division comme norme constitutionnelle et de la réunification comme fonction des Etats.
2- Par Traité entre les alliés des deux Corées, le renoncement à l’hégémonie sur le camp coréen de l’autre alliance.

A ce moment là, les discussions sur « une dénucléarisation de la péninsule coréenne », selon le mot de la diplomatie chinoise, pourraient recommencer utilement.

Les deux Corées disposent déjà de toute la structure plurielle nécessaire à une telle discussion. En effet, elles sont, ou ont été, toutes deux signataires du Traité de Non Prolifération.

6)- Conclusion
Les Etats-Unis et l’Europe gagneraient à tenir compte des réalités locales pour reconduire au 21ème siècle une présence active, Hô combien utile, en Asie.

Analysts of the Korean crisis are in subjectivism. They refuse to name the reality of things and think to compensate for these discrepancies, between their words and the facts, by a political and media voluntarism.

This subjectivism makes them the toys of the same realities which they refuse to name and which they claim to manipulate as they see fit.

The Korean crisis is the normal functioning of the administrative structure imposed on Korea by the Panmunjeom armistice on 27 July 1953.

It is the technique used for this ordinary which makes it exceptional.

Speaking of North Korea and South Korea, analysts identify these state realities with ordinary states and refrain from knowing the actual structure and therefore to understand their manifestations.

The Armistice does not end a war between two states but a confrontation between two military-political camps of the same country, the state having collapsed.

He assigns each of these camps to a war to keep them away from each other.

It does not end the war or the administrative purpose of the war, which is the hegemonic unification of territory by the victory of one camp and the defeat of the other.

By freezing the war, the armistice transforms this unifying aim into a unifying separation.

It does not create two states.

It is the two camps assigned to residence that have made up make-up in states. The latter have no other relation between them than to prepare a hegemonic reunification.

There can be no other, for these pseudo-states are in fact the masks, the artificial evolutions of these military-political camps.

The specificity of the current crisis is produced by the consequences of the possession of the atomic weapon by one of the camps.
The quest for atomic weapons is conceived by North Korea as an ordinary technological step in the permanent search for the balance of forces induced by the armistice and the policy of unifying division.

No one disputes that the military-political camp named North Korea prepared are accession to the atomic weapon within the framework of its relations of separation reunifying with the military-political camp named South Korea.

In fact, North Korea's attainment of nuclear weapons completely changes the nature of relations between the two camps and accompanies a civilian evolution.

It has several consequences.

1- The end of reunification
This possession forbids hegemonic reunification on the other side and distorts the processes of rivalry based on the possession of conventional weapons

Surely, South Korea can no longer pretend to subjugate North Korea.

But the North Korean team can not proclaim that it will never agree to be reunified by South Korea and at the same time say that it claims to reserve the right to reunify for its benefit.

Indeed, the only condition for such reunification would be atomic terror and this would lead North Korea out of international legality. What she proclaims refuses.

2- The emancipation of states
The final impossibility of reunification under the aegis of one of the two camps also puts an end to the division as a reference for the organization of the two camps.

The two military-political camps must disappear in the states they have conceived as their puppets.

The nuclear weapon is probably only an older civilian evolution.

It follows that it is no longer two military-political camps that confront each other, but two states that are formed and distinguished.

This crisis seems insoluble because analysts confuse the logic of the armistice which is that of the masked camps in States and the logic imposed by the atom which is the passage of the Camps to the States full exercise.

This is because the accession of a camp to the nuclear weapon ends the structuring of Korea by the Armistice of 1953 and the unifying division that it establishes.

3- The Korean initiative
A consequence of this crisis caused by the accession to the military atom is that from now on, of their own, the two Koreas are master of their destiny.
It is not the tutelary powers which have agreed among themselves and which present their agreements to the two Koreas.
b. It was one of the two Koreas which forced the tutelary powers to observe the obsolescence of the Armistice, of which they had hitherto considered themselves the guarantors.

The West is no longer the central object, the reference, of Korean evolution.

4- The mutation
The Korean crisis is a stage in the emancipation of Asia from the former configuration of state relations based on Western hegemony.
This does not mean that the West disappears from Asia but is no longer the legal reference.

5- A solution to this crisis, therefore requires:
1- Take note of the passage from the Camps to the States
2- To ask these states to abandon the Panmunjeom process:
a- Giving up division
b- To renounce the reunification
c. To prohibit any policy based on the principles of the Armistice.
3- Ask the States which sponsor each of the two states to renounce imposing their hegemony on the other alliance.
4- Resume the discussion of denuclearization on the legal basis of the Non-Proliferation Treaty signed by the two Koreas previously.
5- There is no basis for discussion since they are already established and long-standing. The two Koreas have already gone through this discussion.
