This identification of backlighting

Inevitably the value of executives and
their selection is established on the criteria of the selection of
"good". That is to say, the possession or not of capital.
This hypertrophy of the relation to
capital does not correspond to the realities which found these back
and forth.
The driving force behind public-private
back and forth is not the desire to know '' the boxes '' but first of
all the personal financial incentive.
All returnees speak of the financial sacrifice made to return to public service. They omit to say that it is this place of quasi-sacrificial income that ensures these caste positions of principles of high income in the private sector.
The magnitude of the differences is significant, but it is not insurmountable.
However, it would be equally wrong to identify this search for gains greater than the lure of gain.
With globalization, the criteria of the
authority of executives of international level have evolved.
If employed CEOs are so constantly
trying to look like shareholders, it is also because the possession
of capital, and the income that accompanies it, are important, even
determining, elements of the public authority of a executive officer.
The returnee returns to the public with
knowledge of the '' boxes '' and capital.
The difference between returnees and
the rest is not primarily between knowledge and ignorance but between
the possession of capital added to high wage income and the income of
a single salary, lower.
For the state effects of these round
trips, we can not stick to the sole knowledge of the mysteries of the
'' box ''.
The returnees bring with them the
knowledge but also the politics of the '' box ''.
The employees who practice
back-camouflage are certainly executives. They are nonetheless
employees.
They are in a state of “legal
subordination”.
The question posed by these incessant
back and forth is to know with respect to whom.
The European Commission has already
indicated that these round-trip practices disrupt the logic of public
interest in the Community.
The same goes for states.
The coronavirus marks the limits of
this exercise of subordination of the State, and public
administrations, to the logic of the market.
Henceforth, the government does not
hesitate to say that "the essential structures of society are
outside the competitive field" (cf. Jean-Yves Le Drian, Minister
of Foreign Affairs).
What is at stake is not the
back-projection or the diversity of the trajectories of state
officials and of the policies which cross it.
It is the exclusivity of this practice
as a criterion of the value of senior government officials that is
not credible.
1- It brings confusion between the
competition of ambitions and the capacities to serve the State.
2- It weakens public service policies.
a- It promotes crises, such as those of public health.
b- It makes palliative solutions based
on constraint inevitable.
3- It dislocates the networks of state
executives who have no collusion with private interests.
The facts impose to retain that the
State and the public administrations exist, that they have their
raison d'être.
We must therefore allow each of those
who have the capacity to occupy a managerial position according to
their talents.
Even on a European scale, the balance
sheets of the executives remaining in the public field are worth that
of the back-bombers.
It is therefore necessary to allow the
rest to adapt to the new criteria of authority. They must be
capitalized.
It is by taking into account the global
requirements as to the status of the leading executives that the
European states will be able to give to the overflighters the
possibility of avoiding the trap which tends to them to become the
Trojans of an anarchist policy regulated by the only shakes of
society.
European states must recover their
capacity to have networks of senior managers with no other experience
of '' boxes '' than those of knowledge internships.
This is only possible today if the
remaining executives have, like the back-blisters, access to capital
and the international authority that flows from it.
Only the Head of State can present this
reform. He will have to establish that it is not that of a particular
caste and that it functions according to democratic and universal
principles.
