THE CONTINUATION OF THE EXCLUSION DEVICES OF CHILDREN IN THE STATE OF THE RECOGNIZED DRIVING LICENSE ESSENTIAL BY THE GOVERNMENT. THE DISCRIMINATION OF THESE CHILDREN FOR THE GROUPS OF CHILDREN DEFINED AS USEFUL BY THE TRIPTYQUE OF THE ADMINISTRATIVE POLICY FORMALIZED BY TERRA NOVA (CAPITALISTS, UNIVERSITY, IMMIGRANTS).

FLAGRANT DISCRIMINATION

On Friday, July 19, 2019, Mr. Castaner, Minister of the Interior, details the reform of the driving license that he qualifies as "essential everyday object".

He says the government's goal is "to have a license that can be passed sooner, faster and cheaper".

Such a decision is both political and budgetary. It costs.

It raises the question of the principles of equality and universality.

When the Minister cites a target of his action, he names the Students.

Indeed, the only ones who will be able to turn this Permit at 1700 euros to 1700 euros are the children of executives and employees well settled or benefiting from parallel community aid; like those of Qatar put in place by the Minister of Economy Montebourg.

This is the second time that the government, this one and the previous ones, put in place a system of targeted aid that is not illegal but discriminating.

Already, the children of Harkis benefit:
"Decree No. 2018-1320 of 28 December 2018 (A) establishes a support system for the children of former members of the auxiliary and assimilated forces who served the French army during the war in Algeria.
From 1 January 2019 to 31 December 2022, a solidarity aid scheme is hereby established to provide financial assistance to children of harkis, moghaznis and staff of the various auxiliary civilian status local law and assimilated having served in Algeria. "

The legality of these solidarity schemes is based on the exceptional nature of a situation for the Harkis or support for an activity that is particularly important for society such as higher education.

In this sequencing, we recognize the shadow of the doctrine of administrative policy formalized by Terra Nova, according to which the useful citizens are composed of capitalists, academics, immigrants.

However, the accumulation of these solidarity mechanisms would become manifestly discriminatory, and would be tainted by illegality, if it were established that they arbitrarily exclude a part of the obviously vulnerable population from specific targeted assistance for an indispensable activity and recognized as "essential" by the government: that of driving a car.

These populations are those of children, even adults, with whom the state is specifically committed to bear the costs of their access to active life today.

De facto and de jure, these children are legally children of the state.

However, it is now common knowledge that he does not fulfill any of his training obligations (neither academic nor professional) with regard to his children.

However, it is a fact that the state is committed to the children of the ESA and to the Nation, to assume the burden of families until their 18 years and to help them settle down to their 25 years.

By recognizing the Permit as an "essential everyday object", the Minister of the Interior includes this Permit in the family expenses that come to him.

It also allows in the future the passage of this License before 18 years; in the home or foster home.

Ensuring his own children the payment of the Driver's License and thus increasing their employability tenfold is first and foremost a restitution on the part of the State.

Of course, state children will never break stores or bombs.

They have none the less the right to consider the public authorities and to examine the commitments still not kept to date.

You are concerned about poverty.

Would it not be possible for the state to involve its own children in measures to prevent poverty from recurring indefinitely?

State children are those with whom the state has engaged in the responsibilities of parents.

They are called "Pupils of the Nation" or "Children of the ESA"; formerly Children of Public Assistance and then Dass.

Often, they were abducted from their parents in the cradle, at the state nursery.

They come out weakened or even annihilated.

Social discrimination and hatred of the poor are the norm. State officials do not even look for the least interim solution. Children are seized simply because one of the parents is at Cotorep and the other parent is generally poorly educated.

The poverty trap is working at full capacity. The parents leave the Dass, the children return from birth, the grandchildren are sure to be seized by the ASE. Great-grandparents were already there.
The result is almost constant. They are expelled at 18, without training, without a diploma, without a driving license, without a job, without a home, or the ability to have one.

What can the state, with the support of Parliament, do for the children of Harkis, do it for its own children, whose birth he took responsibility?
