REFLECTION ON THE SINGLE WESTERN
EUROPEAN PARTY AND THE USEFULNESS OF A CHINESE POLITICAL COMPETITION
1. Preamble
The Covid epidemic19 is an indicator of
how societies function.
This virus has renewed the terrain of
clashes between the powers for the direction of the world.
This reflection concerns the media and
then political confrontation between the Western camp and the Chinese
Communist Party (CCP) over the history of the events.
I notice that the CCP's response is
inadequate and I give the reasons.
I establish that France, Europe, need
the action of the CCP and that it is perfectly legitimate and legal.
2) - The capacity
In what the Western powers call "war",
the Chinese Communist Party has shown itself capable of guiding the
resolution of the contradictions of the People's Republic of China
(PRC) in a constructive and unifying policy.
The first media, political effect of
this "war" is to have:
a- On the one hand imposed on the whole
world the evidence of the capacity of the cadres of the Chinese
Communist Party.
b- On the other hand, caused doubts as
to the evidence of the capacities of Western executives.
c- Up to now, Western networks have
maintained, vis-à-vis the world, a moral relationship of superiority
vis-à-vis Chinese executives, especially communists.
d- From now on, a global relationship
has developed between Chinese executives and their Western
counterparts.
3) - The issue
It is precisely this ability to
positively confront brutal and dangerous adversity that has earned
the Chinese Communist Party the current offensive aimed at
disqualifying it on the grounds of public morals and scientific
capacity.
It is a question of isolating him and
making him lose the benefit of his control of the epidemic in order
to disqualify him as a leading party of a State. His victory must
become a defeat.
Academics explain on television that in
2001 Westerners thought that China's entry into the WTO would result
in the disappearance of the CCP and the Western stranglehold on
China. They keep complaining about being contradicted by the facts
and expressing their hope that this time will be the right one.
4) - The lack
These offensives take place first of
all in the softpower space.
In this regard, the only weapons
available to the PRC are the embassy, the diaspora, capital
transfers, individual relationships in management teams.
This is useful, but the isolation of
the CCP in the clashes due to the Covid19 shows that it does not
answer the question asked.
The embassy's responses highlight the
CCP's isolation, its marginality, in the French, European public
debate, and its state networks.
To counter these maneuvers and fight on
this soft power ground; the CCP has a lack of organic participation
in state forms of public debate; including media, university,
parties, etc.
This organic presence will become
essential in the decades to come unless we believe in the fable of
the replacement of the North by the South.
It can only be conceived by the
creation of endogenous networks animated by natives.
5) - Two examples
Two distinct examples, with different
aims, but which interpenetrate.
1- The United States
The United States has, in a leading
way, this organic access to public debate and to its forms of public
or private organizations.
It did not happen overnight. They have
managed to create long-term indigenous capital channels.
It is to the construction of this
indigenous capital that the Americans have been working since the
Marshall Plan.
Through these capital, financial, and
administrative circuits (CIA-Stays in the United States, etc.) they
now control a large part of the CNRS and the University, the school
programs, and just about all Think-Tanks . Through cultural and legal
associations, they play a decisive role in the communitarization and
the political development of the Muslim populations.
In the Covid affair, 19 the United
States acts through “Researchers” who, via the French university,
are installed in the Western university apparatus.
They are party activists.
In France, but throughout Europe, since
the university purges of the 80s and 90s, only the Western camp has
been politically represented in the university.
The Western party is in fact a single
party at the university.
Its opponents act individually and with
circumspection.
The media world is the epitome of this
unique Western party.
2- Muslims
Even if their presence and their
history are completely different from that of the United States, the
so-called Muslim populations are another example of this creation of
an organic link with the ideological state apparatuses of their host
country.
Witness the major cultural center that
is the "Institute of the Arab World", both its function and
the size of its building, the massive presence of Muslims (as such)
in the ideological apparatus of the State (media , universities,
etc.)
These populations have woven important
softpower networks. They now have such organic participation. They
become a real economic and political power; as well in France,
England, Germany, etc.
6) - Isolation
On the other hand, it is obvious that
the CCP has no way of relaying, in the public and state debate, the
support, it seems quite broad, that its management of the Covid
crisis19 receives in scientific and medical circles. , but also in
the population.
It is under their personal authority
and at the risk of their career that these academics express their
doubts about the peremptory assertions of the American media.
It will be less and less up to the
challenges.
If the CCP wants to participate in the
European, French public debate, with the only methods, henceforth
archaic, of interstate relations, their privileges and their tricks,
whereas globalization imposes an interpenetration of structures; he
risks powerlessly witnessing other increasingly brutal offensives in
the West and moreover more and more intrusive on Chinese territory.
To have as sole interlocutors of common
work lovers of China who declare themselves on occasion enemies of
the Communist Party and the People's Republic of China will become a
growing weakness in the face of the industrialization of world
ideologies.
7) - The Single Party
With the fall of the Berlin Wall and
globalization, the arrangements for relations between states and
continents have been transformed.
a- Unlike the Europe of the Common
Market and Comecon, the European Union is no longer expressly
affiliated with this or that camp.
b- The victory of the western camp in
1989-1991 allowed it to seize all of European territory.
Before 1989, Europe was the continent
of two single parties.
After 1989, it was the continent of a
single single party.
In 1999, Honorary President Valéry
Giscard d'Estaing declared that the European Union is under the
single party regime.
But at the same time, whether for the
United States or for European countries, the evidence of the organic
connection of the two continents, notably through NATO and the
Market, has ceased to be obvious.
a- For the Americans, the future is in
Asia and Europe is nothing more than a dumping ground.
b- For Europeans, America is
increasingly unequal competition.
8) - The legitimacy and legality of the
CCP's action
Certainly, the Western camp has got
hold of the ideological apparatuses of the State.
But the European socio-economic system
can only develop in the plurality of cultural and political
expressions.
Before 89, this plurality was obtained
in the confrontation of the two blocs organized in specific
democracies.
After 89, this plurality can only be
obtained by the presence of the plurality of ideologies which manage
globalization and determine its success or failure.
The fact is that this uniqueness of the
political line leads Europe and the European countries to
marginalization.
Consequently, there is room, legitimate
and legal, for the creation of a competitive ideological action by a
competing power which would give itself the means.
Indeed, it is important to understand
that:
a- The unique cultural and political
party that settled at the Fall of the Wall has no legitimacy to be
unique.
b- Nothing validates the exclusivity of
American power.
c- In the European system, as it has
formed over the centuries, it is legitimate and equal to bring
contradiction, to install complementarity, vis-à-vis the dominant
party.
9) - Competition
The CCP has the means.
a- He integrated the market into
communist software. This is what makes the PRC strong in the global
economy.
b- He can no longer think of his place
in the world by excluding social functions from the market.
The facts show that outside the embassy
and a few individual, even powerful relays, he has no place in public
debate led by state ideological apparatuses such as the university.
However, the role, political and media,
of the university has grown considerably in favor of this crisis.
It's a complex world.
The single cultural party, in osmosis
with the United States, being already installed, the CCP will not be
able to repeat the same logics; except to work for the other camp.
10) - Two civilizations
France has a special place in the
global political system. This was already the case during the Cold
War.
China must therefore be there.
a- There must be an organic presence
comparable to that of Americans, Muslims, in public and state
structures.
b- The formation of these links of
interiority, organic, concerns all of Europe.
It is time for the two civilizations
that organize the world to talk to each other; Europe and China.
a- The entire northern hemisphere has
been shaped by European culture.
b- The few countries of the USSR that
are doing well are those that take advantage of their Soviet, that is
to say European, filiation.
c- Since 1910, China has been ruled by
the association of Chinese civilization and European civilization.
Three facts:
a-The covid19 tests the fragility of
the diplomatic and cultural ties of the two continents.
b- The American action against the PCC
aims as much to weaken the latter and the PRC as it does to assign
Europe to subordination to the United States.
c- It is time that Europe, on its
territory, weaves organic links with Chinese civilization.
d- This organic link between Europe,
France, and China will prevent them from being marginalized.
This can only be done if the "Chinese"
invest in endogenous cooperation programs between the two continents.
It takes time, thought and action.
a- Financial interventions are simple
and safe. They can be made by communities as well as by
personalities.
b- They will allow competent people to
work efficiently without worrying about budgetary matters.
11) - Conclusion
Anyway, in thirty years the world will
have changed. Only those who have learned from others will survive.
Since 1910, with Sun Yat-Sen, China has
been able to do this beautifully on its territory. It must now do so
in its global role.
One thing is now certain for everyone,
Chinese executives are capable. It would be a shame if they deprive
themselves of this recognition.
I cannot overemphasize the necessity,
the legitimacy and the legality, of an action which would install a
cultural and political plurality in Europe, in France in the first
place.
