REFLECTION ON THE NEW 'COLD WAR' IMPOSED BY THE UNITED STATES ON THE PEOPLE'S REPUBLIC OF CHINA (PRC); THE LOGICAL DUALITY OF EXTERIORITY AND INCLUSIVITY; THE PROCESSES OF INCLUSION OF THE CHINESE COMMUNISTS AND THE AMERICAN LIBERALS.
(Continuation of the reflection of April 20, 2020)


1. Preamble
Whereas, by its efficiency, China imposes the authority of its state; the United States gives the great organs of the anti-Chinese offensive.

They are again organizing a "Cold War".
a- It primarily targets the Chinese Communist Party (CCP) ruling the Chinese People's Republic (RPC).
b- It takes up the ordinary themes of American action: the criminalization of the state concerned and the racketeering of its finances.

Now it won't stop.

French academics have theorized this confrontation by noting that, in history, all situations of competition between an aging dominant power and an emerging dominant power have always had war as the only solution. They cite the example of the confrontation between Germany and England before 1914.

On May 24, 2020, Chinese Foreign Minister Wang Yi spoke on two points. It is part of the two axes of the global American offensive against China.
1- It notes that China and the United States are "on the brink of a new cold war". He said China is ready to take up the challenge.
It is exactly the same term used by French commentators.
2- He declares that China is "ready" for international cooperation to identify the source of the new coronavirus. But such cooperation must refrain from any "political interference".

This new American policy has another effect. It places the Chinese Communist Party, which leads the People's Republic of China, faced with a challenge.

The following reflection is devoted to the logic of this challenge from a European point of view.

1) - The challenge
One of the decisive techniques of this “Cold War” strategy is to organize the exteriorization of the power aimed at with regard to the state network controlled by the Western camp (first the United States and Europe which is today European Union (EU).
a- The disqualification of international organizations where China is present and which escape the USA is part of the maneuver.
b- The ousting of Huawei from 5G is also a part of this externalization device.

The CCP therefore faces the following challenge:
1- Either, the PRC which he directs locks himself in the bunker of a policy of "exteriority".
It peddles around the world a policy known as the "Berlin Wall".
2- Either, the PRC is part of an "inclusiveness" policy.
It is included in the western societies which are the places of the current world direction.

The German Federal Republic (FRG) can serve as a reference:
a- Before the Maastricht Treaty, she was said to be an economic giant and a political dwarf.
b- Since joining the EU, things have changed.

As long as the PRC remains in this configuration of exteriority, all the States concerned are in the perspective of war, even "cold".
In this case, all, including China, are subordinate to the American device.

2) - exteriority
The registration of the PRC in the logic of exteriorization where the Western party wants to assign it is noticeable in the type of offensive, of response, which it opposes the American offensive of the Cold War.
1- In this type of response, the PRC is present by:
a- Its economic power.
b- Its embassies and local extensions
c- Its relationships in the networks of indigenous executives.
d- The local diaspora and its members become influential people, even powerful, locally.

2- In this case, the means of discussion between China and the European authorities, local or federal, are inevitably locked by the Western party which holds all the levers of orders.
They are reduced to the strict discussion of economic relations and power relations.
The diaspora will itself be locked into a local exteriority. The Chinese will be a kind of Arab of Israel.
This conclusion is not imaginary since it is exactly the logic which is essential today.
The fight that the PRC embassy is waging for the manifestation of the truth has been recovered as a major piece of the "Wall" that the western camp built around it, that is to say of the PRC and therefore of the CCP.

3) - The misunderstanding
However, this policy no longer corresponds:
a- To the economic reports of China and the world.
b- The CCP's inclusive policy since 1979.

1- The novelty
a- China is not a world economic power because it would be "the workshop of the world". Such a situation has been unstable and temporary since England invented the world market.
b- China is equal to the United States first of all because it is in all the industrial and university processes of the world and also because it is now in all the institutions and all the economic centers of the world. It is present in clubs in Shanghai or Davos.
2- The illusion
By transporting their industries to China, the Western leaders believed to perpetuate, in a modern form, the ordinary relationships of exteriority between local sovereignty and the imperial presence of the West.
They thought they could repeat the economy of the "Comptoirs" and the town planning of foreign areas closed "to dogs and Chinese".
3- The reality
In fact, unexpectedly for them, it is China which has settled in the dominant western world by organizing its arrival at home.
The CCP therefore achieved in China the inclusion of the PRC in the world market under the leadership of the PRC.
4- The inversion
The object of the Cold War is to cause the CCP to reverse this logic in China's relations with the Western countries.
China must be in a situation of exteriority in Western countries.
5- The trap
The CCP must refuse the trap of exteriority to the western countries which is thus set for it by the Western party.
It is certainly in an "external" position in political matters of sovereignty.
However, it would be a step backwards, and he would neglect his job of establishing himself fully on the leading economic forms of the world (the market), if he locked himself in the practices of the "Berlin Wall" ', wanted by the Americans, in its reports to European countries.

This inclusive political practice does not only question the CCP. It is already common practice.

4) - The logic of internalization of power
A- The American presence
1- Europe is linked to the USA by secular ties of civilization but also because the United States is present in Europe in an indigenous way.
American logic is represented by European leaders, companies, administrations, associations.
These entities are not part of the American diaspora. It’s America installed in Europe. It is part of Europe.
The privilege of the United States is to be able to associate supranational organizations such as NATO with it.
2- For these purposes, since 1945, the United States has transferred billions of dollars to Europe to establish its ideological and political leading presence: the economy in addition.

B- The Muslim presence
Less attention is paid to the presence of the so-called Islamic protean current. It is, however, remarkable in terms of our subject.
1- Political financial transfers
a- Thus, in 2013, at the request of French Muslim associations, in common with the French government the Emir of Qatar contributed a fund of 100 million euros to subsidize Muslim Arabs who wanted to open any business .
b- The Maghreb States have funded hundreds of mosques all over French territory. c- This Muslim presence is already at the origin of the constitution of territories of particular administration and jurisprudence.
2- The diaspora
These states can rely publicly on their diaspora for two reasons:
a- The States concerned are considered as subordinate States, of the third world, by the Western States.
b- The Muslim diaspora is assigned by the Western party a political role in the countries of Western Europe and in their relations with the Muslim countries.
c- For example, the opening of the EU to Muslim populations, which vary according to the host country, is the humanist guarantee of Western intervention in China concerning Xinjiang.
d- This support for Xinjiang can also be a lever for negotiations with Turkey.
3- The Chinese diaspora
The PRC could not rely on the Chinese diaspora in the same way. She is in a separate situation.
It is now an equal, competing power to that of the United States.

If it relies directly and mainly on the Chinese diaspora, it will quickly be considered singular or even dangerous.
Links from Chinese embassies and diasporas will be suspect and monitored.
The media is already calling for surveillance of executives suspected of being friends of China.

5) - Flattery
This new policy of "containment" or containment and "Rollback" or repression imposes almost psychological political mechanisms.

a- Guilt
It aims precisely to cut the ties of the targeted country everywhere with the Western countries and their subordinates.
The country subordinated to the doctrine of exteriority comes to consider its intervention in the West as an intrusion, a form of clandestinity.
His relationships with Westerners are made up of conflicts to be mastered or opportunistic accommodation.
b- Flatter
The paradox of this policy, the condition of its success, is that it exploits, magnifies, even arouses, the pride of the targeted country to be strange, singular, isolated.
Not enough attention is paid to the fact that the Western party has flattered as much as it has fought against the strangeness of the USSR and the Communist parties.
c- Medusa
In France, the defeat of the PCF in 1981 (it goes from 22% to 15%) is conditioned by the revolutionary flattery imposed by the leftists from May-68.
The communists were hypnotized by the verbiage and the so-called revolutionary poses of the "leftists", "Maoists", "Trotskyists", "anarchists" and this led to their defeat.
Likewise for the USSR. CPSU leaders were flattered to be the target of "American imperialism" after being the target of Nazi Germany: for the same reasons.
It froze and destroyed them.
c- Mobility
The Western party always presents itself as that of a single camp. However, it attacks from all sides. He does not neglect any aspect of the fight for his supremacy.
This is what Lenin tried to teach the Communist parties.
d- The reverse
On the other hand, inclusive states (the United States, or Muslim countries) trivialize their presence.

6) - Inclusiveness
The PRC must imperatively trivialize its presence, include it, like the United States, Muslim countries or others.

a- This imposes that it settles in Europe as do the Americans or the Muslims.
b- It will then be able to build a partnership between Europe and China within European societies.
c- This registration in society must be done, today, according to the canons of Western liberalism; by Capital and the law.

In this orientation, the networks of dialogues between Europe (the nations and the federation), and China, will be able to take the direction of the constitution of a stable, sustainable, ordinary Europe-China axis.
The European-Chinese partnership axis will acquire the same evidence as the European-American axis.
Such logic is based on voluntarism, patience, and above all honesty and loyalty.
Why shouldn't China have the audacity to retain that it is also European?

7) - The problem of inclusiveness in China
When the market was included in the statist socialist economy, the communists of the countries concerned were faced with a problem.

As soon as private, personal money became an essential component of power, would the Communists be included in the capitalist sector or would they remain foreign to it and exclusively civil servants when they were leaders?

There are many answers to this question, but they contain a specific answer. Just as the Communists are in the military, they must be in the capital.

Communists were appointed millionaires and accompanied the mobilization of energies which followed the slogan of personal enrichment.
Part of the capital is therefore held by communist executives.

It is the same in Vietnam and today in Cuba.

8) - The problem in Europe
Similarly, in Europe, in France, the CCP must install a capitalist base linked to the PRC and install people there who guarantee the permanence of this link. Its organization being distinct.

The Chinese diaspora is particularly dynamic but it cannot find itself in a situation where its financial policy would amount to creating a Chinese front on European territory. It would be going back to the policy of exteriority and reproducing the Rollback.

It is therefore necessary that Europeans have ad hoc capital to establish the Chinese presence in France, in Europe, in the same way as others implant the American presence.

a- This creation can be the fact of the public economic power or the private economic powers.
b- It is a medium and long term commitment.

9) - The difference

The difference between China and Europe is that in Europe the acquisition of capital cannot be linked directly to the exercise of a function.

The goal is not to create a Chinese nationalist economic reality; to politicize the diaspora. It does not need this circuit to thrive.

It is to create a European or national societal reality which by its functioning guarantees the joint work of Europe with China

10) - Conclusion
For the moment, the Chinese Communists can only count on the effects of the power of the nation they rule.

Alone, they lead to isolation.

Having logic is not the best way to impose your own.

I recommend building in Europe, for the benefit of Europeans, the political logic that has worked so beautifully in China for the communists and which works the same way in Europe for the American liberals.
