PACEM IN EUROPA
Given the format, the abundance of documentation and public discussions, this text proceeds by affirmation to highlight particular points for the attention of public debate.
On April 11, 1963, Pope John XXIII published the encyclical PACEM IN TERRIS.
On June 10, 1963, President Kennedy made a detour through the American university, a place of knowledge, to deliver his thoughts on the issues of a minor conflict (Cuba) which involved a major, nuclear confrontation between the two dominant powers of the moment.

These two Heads of State speak on “world peace”, in a moment similar, and in no way identical, to ours.
They do this through the presentation of knowledge production and political reflection.
Here I take up the intellectual and political logic of President Kennedy, to submit it to the public today.

On February 24, 2023, President Putin launched a “special operation” of the type “preventive wars”. He invades the Republic of Ukraine. He bears responsibility for it.
This “preventive war” draws on Israeli jurisprudence from 1967, NATO and American jurisprudence in Yugoslavia in 1999, in Afghanistan in 2001, in Iraq in 2003, in Libya in 2011.
This war imposes its evidence, asserts its truths, preempts human qualities.
It monopolizes all the executive networks and the media.
She herself defines her relationship to peace and imposes her solution: victory by knockout.
Through war, peace becomes an alternative truth.
However, this war shows that peace does not follow war.
It is a fully-fledged political path to resolving this conflict.
It is the primacy of war that is archaic.
Peace is by right, the primary condition of prosperity, everyone’s business.

There are “displaced” children. These transfers are judged.
The word “deportation” in Europe has meaning. The Ukrainians, Nazis, Jews, Democrats, know it.
This legal procedure does not justify judicial intrusion in the direction of the political discussion processes between the States concerned by this conflict.
A clear confusion is thus created between law, politics and war. This becomes the yardstick of judgments.
By cunningly inserting themselves into a political dispute of a military nature, the magistrates contribute to the entanglement of the Gordian Knot.

How long will the Western party be able to impose these judgments inherited from a bygone power?
No judicial court has done this for the American state, other Western states or their personalities.
It would have been much more complicated to start with the reference to the notion of “preventive war”.
NATO crimes in Yugoslavia are not being judged, nor are those in Libya.
In August 2023, American justice canceled the trial of the 2001 murderers. The revelation of the use of torture in the procedure and the game of the Saudi allies would have been embarrassing. Out !
The magistrates here recognize those who are essential to the proper functioning of international relations.
President Putin is not one of them.

The party of war distinguished itself by bringing “democracy”, “rule of law”, “peace”, to Yugoslavia, Afghanistan, Iraq, Libya, etc.
He must leave the management of the war to the peace party.
Peace will bring these governments face to face with their people. We understand their apprehensions.
People who are hated or adored are more useful to humanity alive than dead when peace applies to all.
As in previous European crises, we are invited to question ourselves.
Peace requires an immediate, unconditional, without negotiation end to fighting. Stop fighting and stockpiling.
State leaders are asked to show what they can do.
All Europeans are concerned and required to impose the primacy of peace.
