Subject: reporting of criminal acts
The French seem helpless in the face of crime. They do not want to take justice into their own hands and at the same time, calls to the police seem ad hoc and ineffective to them. Many of them now say they are terrified by the thugs and their ability to dominate the future of local life.
However, the French have a lever of action which does not seem to be exploited to the extent of the emergencies.
They can report the facts to the police, the gendarmerie, the courts.
The report is disqualified by its academic use. It’s not good to be a “reporter.”
It is also disqualified by the historical resonance of its synonym “denunciation.”
Under the German Occupation, “denunciators” and “denunciations” were the instruments of betrayal of a few ordinary French people.
Certain manipulation of historical facts (notably of their magnitude) served in the 70s and 80s as a means of disqualifying the cooperation of citizens with the police and particularly the participation of the former in the information of the latter being presented as repetition of the denunciation of the Resistance and the Jews; the commission of a criminal act.
This ideological operation is a pure moral and political fraud.
a- there were few denunciations during the Occupation in view of the extent of the destruction of France carried out by the enemy.
b- there is no continuity between the denunciation of innocent people or patriots and the denunciation of delinquents and mafiosi in action.
This anti-police phantasmagoria has accompanied (by the old technique of imprecation and curse) the installation of drug mafias and the subjugation of residents to these criminal networks.
This refusal to collaborate with police action accompanies the gradual instillation in public debate of the idea that thugs embody resistance to state oppression.
We must therefore get out of this misleading logorrhea and tell the French that they can denounce precisely the criminal acts they witness.
They can without moral and legal concern report the names, dates, times, places, facts, which they witness.
Precautions, cowardice, curses, language, must be swept away and it must be said publicly that citizen participation in informing the forces of law and order and justice is free, guaranteed, beneficial.
This will probably not allow the police to act immediately, but it will allow them to compile cases and act more effectively.
For those who are afraid or do not have confidence in the imperviousness of public services vis-à-vis mafia networks, anonymous mail is the right. All he needs to do is be honest and precise.
In a television report, a lady says that it is impossible to speak to the “lookouts” under penalty of reprisals and that in any case they do not listen to anything, that they cannot.
She concludes that “we” can’t do anything about it.
This lady must know that she can inform the police of the names, ages, qualities, times, manners, clienteles, that she knows, and that it is her right.
Reporting or denunciation concerns both lower-level employees and senior managers.
Imperturbable, the imprecators will explain to us that this will generate crazy letters, absurd denunciations, false information, that this will lead to the paralysis of the work of the police and they will not fail to predict apocalyptic misfortunes.
It is possible that all kinds of maneuvers are taking place. They will not be able to last if the French, with simplicity, apply themselves to reporting the exact facts that they witnessed.
The only rules of effectiveness are precisely honesty and precision.
A continuity of knowledge will then be created which will go well beyond the ordinary denunciations received by the police, the gendarmes and the justice system.
Faced with the scale of the illegal, mafia offensive, neither the authorities nor the population can remain in their respective positions of distance (contemptuous or respectful whatever) from one another.
The French, like the authorities, are fully capable of distinguishing what is villainous, even tiny and sympathetic, from what is the ordinary complications of life, even extravagant ones.
It is time that these two parts of our population learn to trust each other and not be discouraged.
