The Chained Duck (le Canard Enchaîné) of 21,11,18, on p.4, dedicates a portrait to you.

If you could, during your reform under discussion, renew the pact of secular French law and democracies, which is the exemption of the mentally ill from the penal consequences of their acts, you would be of service to France whose executives are sinking into the obscurantism.

1- Magistrates now criminalize insanity as self-evident.

2- They are not satisfied with that.

As well as the other competent State bodies; they make the mentally ill, the mad, instruments of negotiation between the state and the criminalities; common law or political, produced by the populations called "suburbs", "neighborhoods", or "ethnico-religious".

This is the only reason to be terrorist attacks committed by lunatics; like at the Eiffel Tower.

3- This official crime spreads in the form of ordinary contempt for the disabled.

An example :

a- on Monday, November 19th, a fire engine goes to Barbès to take care of an autist reported by a passerby. He is exhausted by a loss of his bearings, an aggression and a stay of a cold night in the street.

They took him to the hospital and so saved.

However, they did not find it useful to call the police who were looking for him since his run away from home, on Sunday 18 to 14H.

b- In the same way, the competent magistrates refused a televised call, or at least a media information. A fugue is not an abduction and nothing says that an autist alone in the street and in the cold is in danger.

In fact, it is likely that he knew the kidnapping, the aggression, the cold, the disarray.

Without this lady, he would be dead.

d- The parents could not be warned by the police of the Courneuve that Tuesday, November 20 at 11H.
e- They called me on Tuesday around 10am, to tell me that they thought their son was dead. The mother is disabled Cotorep.

They felt these refusals as the final sum of all the administrative and judicial humiliations suffered by their families since their own childhood.

I can testify some of these aggressions; discrimination, collusion with thugs against the most vulnerable, administrative and judicial.

We are here in the ordinary ideological and administrative form of an official crime which is by no means marginal since it is at the center of the public order system of the judiciary and beyond the State.

30% of prisoners are mentally ill. It is to such an extent that the prison administration has had to open them reserved areas whereas psychiatric hospitals have huge building sites.

On the occasion of this reform, you can put an end to this recent dysfunction.
