REFLECTION ON THE COMMON COMMUNQUE OF PRESIDENTS BIDEN AND MACRON FOR ITS QUALITIES CONCERNING THE FRENCH PRESENCE IN THE PACIFIC.

 

After the announcement on September 15, 2021 of the termination of the contract for the construction of submarines between Australia and France, the French Head of State, Emmanuel Macron, set the points for discussions with the US government; or the President of the United States, Joe Biden.

“This concerns in particular:

1- The strategic importance of French and European engagement in the Indo-Pacific;

2- Full recognition by our American allies of the need to strengthen European sovereignty as well as the importance of the growing commitment of Europeans to their defense and security;

3- The common commitment in the fight against terrorism ".

In mainland France, media commentators focus on points 2 and 3, Europe and the Sahel, on which the press release takes sides.

A logical aspect of the press release is not raised by the public debate.

The one concerning the Asia of the Pacific noted by the expression "the Indo-Pacific".

France is not present in this region of the world as a European ally of the United States.

It is present there first as a Nation; as well in New Caledonia as in Polynesia.

However, the Australia, UK, USA tripartite pact (the Aukus Pact) aims to integrate all the Indo-Pacific states into a much larger strategic alliance than the military alliance, dominated by the USA. Or to subordinate them to it.

The Aukus pact aims:

1- To "defend peace and stability in the whole region".

2- It should make it possible to "boost cooperation in many new areas".

It therefore covers areas of cooperation in artificial intelligence, quantum and cybernetic technologies, industrial facilities and supply chains.

President Biden explained the reasons for this pact:

"It's about investing in our greatest strength, our alliances, and upgrading them to meet the challenges of today and tomorrow …

“We must be able to address the current strategic environment of the region and its evolution, because the future of each of our nations and, indeed, of the world, depends on the freedom and openness of the Indo-Pacific ”.

The Aukus pact expels France from the Australian military market because there is no place "in the current strategic environment of the region and its evolution" for a country which refuses "the alliance" with the United States as being. a piece of the "greatest strength" of these.

The Indo-Pacific is considered by the authors of the Aukus Pact as being subject to either the United States or the People's Republic of China (PRC).

This breach of contract therefore includes the seeds of expulsion from France from the Pacific.

This has direct consequences on the development of the French Pacific Territories or the legal question of their independence arises.

The Aukus pact prohibits any libertarian development of these territories if they become independent from France.

They will be immediately assigned to subjugation in the United States or considered to be false noses of the People's Republic of China (PRC).

It is precisely because France is suspected of not wanting to engage in an institutional policy of confrontation with the PRC that it has been brutally sidelined from the Aukus pact.

It is to achieve this capacity for confrontation that the pact includes a process of industrial and university integration.

How can we fail to understand that the American subversive apparatuses are at work to take advantage of all the contradictions of Caledonian and Polynesian societies, get them to vote for independence with the illusion of a French social umbrella, and subjugate them?

These maneuvers are not reserved for our compatriots in the Pacific.

Since the 1980s, we have been witnessing the maneuvers of American agencies in mainland France to promote what representatives of the public authorities must henceforth call "separatism"; through so-called radical, revolutionary, ethno-religious organizations.

Politicians, artists, associations, Americans, regularly come to give their shows, pour out their propaganda, lavish their political formations, in so-called “suburbs” or so-called “anti” movements.

It is in this capacity that the Joint Communiqué between the President of the United States, Joe Biden, and the President of the French Republic, Emmanuel Macron, formulates certain promising provisions.

1- The two heads of state "decided to launch a process of in-depth consultations aimed at putting in place the conditions guaranteeing confidence and proposing concrete measures to achieve common objectives".

2- The United States "reaffirms that the engagement of France and the European Union in the Indo-Pacific region is of strategic importance"

In other words :

1- The presence of France in the Pacific is by right and is not subject to discussion.

2- The two parties undertake to "guarantee confidence" in their reciprocal actions.

3- France and Europe are stakeholders in the strategic arrangements in the Indo-Pacific.

By this press release, the United States undertakes not to do anything secret which aims to harm the French presence in the Pacific.

The President of the Republic thus obtained "the commitment of a solid process defined in time and of high level which makes it possible to create the conditions for a restoration of confidence in the acts and by concrete measures and not only by the words ".

“In-depth consultations” should also cover these aspects of the mutual respect owed to each other by the allies.

Americans have their own goals. It is constructive that they have recognized that France has a legal presence in the Pacific and that, with Europe, it is a positive strategic factor in the conflicting relations of the Indo-Pacific region.

It remains for the French of the continent and the Pacific not to neglect this major advance for the solidity of French unity for the sole concern of indulging in clan political quarrels which are the universal crucible of all external maneuvers.

It would be good if these provisions that the two Heads of State communicated to the world were communicated to the French, to everyone.

In any case, well done for the authors of the press release.
