Mr. President of the Republic,

The Prime Minister reminded himself that the Constitution, the national unity, is at the center of the governmental debates.

You could thus seize the opportunity to put the parity of right of the two sexes in the formation of the Public authorities.

This implies ending the voluntarism organized by the constitutional reform of 1999, the Presidency Chirac and Prime Minister Jospin, and therefore refraining from going back at discretion.

I do not reproduce here the history of the founding of the public authorities from the reference to animals, gods, stones, male citizens then male and female, and now to the parity of the two sexes.

It has become necessary to think about a constitutional formula of the type:
Article 3: "The public authorities and their directorates, the deliberative assemblies and their executive offices, are constituted by the joint, equal, universal, de jure presence of both sexes. "

Global warming is functionally related to the totality of humanity. Everyone is subjected to it jointly.

It would be futile to want to master this new fact with an administrative policy of the past not imposing the solidarity of all humanity in its operation.

The formalization of the joint action of the two sexes is the principle of this administrative policy.

The population agrees, the majority exists, all you need is your decision.
