REFLECTION ON THE POLITICAL AREA OPENED BY THE PUBLICATION OF DISCRETIONARY SPONSORSHIP OF MAYORS FOR THE VALIDATION OF CANDIDATURES FOR THE PRESIDENTIAL ELECTION.

1. Preamble

Anne Hidalgo declares that the stake of these elections is to avoid the disappearance of the left and the decline of democracy in France.

The candidates and parties of the left will examine the proposed primary and act for the unity of the left which receives the support of a majority of these voters.

For the moment, the presidential candidates are on the right, the voting masses are on the right, the themes of the campaign are on the right, cultural hegemony is on the right and on the left it is religious.

Independently of the continuity of this action, it is possible to ensure for the executives and militants of the left if not a victory at least a victorious path, leader, director.

2) – Sponsorships

The publicity of the Mayors 'signature made discretionary Mayors' sponsorship a political act.

This administrative place is a real political battlefield.

This one takes place; in the silence of bad conscience, of shameful envy, of the unspoken.

The governing parties all want to intervene.

With regard to elected officials, they do so through insidious blackmail, denigration of elected officials having "badly signed", the future subsidy, the underhand administrative investigation.

a- From the point of view of the public electoral struggle, this field of political intervention is a matter of settling scores within the networks of executives.

b- From a democratic point of view, it is fallow.

3) - The seizure

The left can seize on this political part of the electoral procedure to ensure a targeted renewal of cultural hegemony, mobilize voters, impose its presence in the national functioning of the elections.

Contrary to the current practices which aim to eliminate competitors on politically and legally doubtful bases, in any case murky, indefensible with the voters; the executives and left activists could define a public intervention with the Mayors concerning the granting of these signatures giving access to the official candidacy.

The first measure is to recognize the full sovereignty of their signatures and to unequivocally condemn the repressive consequences that may be given to them. The left must pronounce the illegality of such interference in the electoral process.

The second measure is to invite them loyally, for the delivery of their signature, to voluntarily respect a criterion; national in character and independent of partisan debates.

4) - The criterion

This policy will allow left-wing executives and activists to unite in democratic action, to address the masses, to mobilize them, to empower them to act, to address the Mayors, in the political part of the electoral process of sponsorship.

This mobilization will be possible because this criterion also opens up the possibility for the masses concerned to recognize themselves in it and to bring themselves to the forefront of public debate.

This criterion must relate to a question which organizes the electoral ballot itself.

Without it, the ballot is weakened because the election leaves to the partisan appreciation the possibility of distorting its effectiveness by reducing the capacities of participation in public activity of a constituent part of the electorate.

As for the criterion retained:

1- It will be registered as an essential element of the legal practice of the electoral campaign.

2- If the activists and the mobilized population manage to convince the Mayors not to give their sponsorship to candidates opposed to such a criterion, they will have already installed it in the legal exercise of public authority.

3- It is a victory in the elections.

4- It is also to publicly engage the action of the new government whatever it is.

5) - The electorate

The electorate is made up of both sexes.

The elections serve to provide the Nation with the instances of conception, direction, organization, of all state, administrative, public structures of national society.

The criterion that Mayors must take into account when granting their signature is therefore the recognition of the principle of gender equality in participation in public life affected by the elections.

They should consider whether the candidate recognizes:

1- The equal quality of both sexes to participate in public life.

2- The need for the installation of the joint, equal, de jure, universal presence of both sexes in all instances of deliberative assemblies, public authorities, public administrations or delegation of public authority, or benefiting from the 'granting of public subsidies, as a common point of all the candidatures for the presidential election of 2021.

3- What I call for convenience parity of rights.

This criterion of equality and the legal presence of both sexes, equal rights, makes it a standard for the validity of an application by the legal authorities concerned by their acceptance; the mayors.

6) - A victory

It is an assured victory in the announced defeat.

Indeed, even if the Mayors do not all accede to the request to retain their sponsorship for the candidates who refuse to register the parity of the two sexes, that they nevertheless find their sponsorships:

1- The latter will still have to debate and install the Parity of right on the agenda of the election.

2- The left will rediscover an initiative and harmony with the great national masses.

Women are fed up.

3- It will be a victory to have imposed this debate in the electoral procedure.

a- For now, the Grenelle on violence against women has declared that battered women must leave their homes, that their children are placed under the responsibility of the State, that the violating man remains in the home as of right, even when the woman owns it.

b- Feminists have just asked for money to apply this step backwards.

4- For the rest of the election

a- Instead of being the course of a defeat, of a demobilization, of a disorganization, this electoral campaign will have installed the political sector of the renewal and the social base of the political recompositions to come.

b- During this election where everyone claims to transform everything into partisan disputes, the left activists will have erected, created, carried, the question of the unity of the two sexes as a criterion of national unity and the legality of a candidacy .

5- The left will have made equal rights a question of government, whatever it may be.

Without the decision of the representatives of Free France and the Resistance in Algiers to placegender equality as the constitutionality program of the provisional government in 1944, prior to the restoration of Parliament, the new parliament would never have been restored. voted for this equality and the constitution of 1946 would not have mentioned it in this simple form.

6- The candidatures of 2027 are also built in this retreat of the electoral procedure.

7) - The Constitution

The democratization of the bodies of representation, direction, organization of the State and of public life would henceforth require parity of rights for both sexes.

The offensive with the Mayors accompanies a constitutional reform proposal which moves France from competitive parity to legal parity.

1- Competitive parity

The 1999 Constitution Act adds two articles to the Constitution.

Art. 1, paragraph 2: "The law promotes equal access of women and men to electoral mandates and elective functions, as well as to professional and social responsibilities. "

2- Parity of rights

a- Art. 1, paragraph 2 is deleted

b- Art. 4, paragraph 2 is retained

b- Art. 3, paragraph 5 is added:

“The public powers, the deliberative assemblies, their directions, the directions having a social activity, are constituted by the joint, equal, universal presence, of right, of the two sexes. "

8) - The spine

The relationship of the two sexes is a political backbone to tackle all modern political debates:

Immigration, religion, school, security, university, justice, etc.

Afghanistan shows that an important part of international politics depends on these relationships between the two sexes.

The property has no gender but the owners are gendered and it is not neutral at all.

European policy addresses this issue, whether directly between the sexes or through the detour of LGBT people. Etc.

In the immediate future, presenting oneself as competent in the parity of law, as representing a country which masters this question, will be an implicit force with the populations and governments of Europe or the world.

9) – Conclusion

But the left must really want it.

This proposal implies that the networks of left-wing political executives really agree with gender parity instead of seeing it as another “postcard”, a future, a debate.

In these circumstances, the executives decide everything.

The disappearance of the left, even of the historical parties that make it up, the decline of democracy, presented as the spectacular rise of the aggressive right and the extreme right, are credible possibilities, some say from the certainties already acquired, of this election.

The left can take the initiative for a victorious fight in the political part of the functioning of the procedure, which is sponsorship. It will train organizations and activists and will offer voters an avenue of action.

Of course, the elections are lost, but not necessarily the honor.

This is at stake when the cadres and the militants remain at gunpoint in a fight because deep down the ambiguities of the current slump suit them.

The left will learn the hard way that it is easier to develop the trajectory of a victory than to emerge from the bottomless pit of a debacle which, let us be certain, will earn the vanquished contempt and hatred of their social supports and of their potential voters.
